By isolating the speedometer, the noise and vibrations from the moving speedometer parts are not transferred and amplified by the instrument cluster. The factory used the grommets when they manufactured the car, over time the rubber deteriorates and you begin to hear noises that were not there before or even worse can damage the speedometer entirely.
